In climes where building regulations are strictly followed, development and demolition projects cannot commence unless government approval is obtained. And holder of building permit can go to sleep and freely decide project start date without fear of illegal encroachment. Whereas, developing climes have a restive sense of security for holders of government permits; where commencement of building construction does not foreclose the risk of encroachment. Human conscience is likened to a free-for-all project site, where eternal diligence is required in order to keep the site clean and clear. In pursuit of his conviction about God's final approval of the state of human conscience, Paul presented the justification for his consistent striving and eternal vigilance against illegal development or demolition in the heart. Practically, illegal permits are issued for encroachment through the settlement of offence in the heart. And unfortunately, divine projects are automatically suspended until these illegal permits are contentiously withdrawn. Therefore, a consistent hope in God encourages a serious commitment to keeping the heart clean and clear from offences.
